Work on Frances Apartments II, in partnership with Rochester’s Cornerstone Group, is now complete and fully rented. Frances II is located next to Frances Apartments I in the Town of Sweden and adds 48 affordable rental housing units in six buildings with inclusive options for people with disabilities. Since this is an essential project, work did not stop during the pandemic.

• Eight units are set aside for individuals with special needs including developmental disabilities, traumatic brain injuries, or physical disabilities.
• Five units are accessible and designed to accommodate individuals with mobility impairments.
• Two units are set aside for individuals who are deaf or hard of hearing. Strobe lights will be utilized within this unit.

The project’s team includes Lifetime Housing Development Corporation and Rochester’s Cornerstone Group, Ltd. as Co-Developer/Owners, Passero Associates (civil engineer), SWBR Architects (architect), LECESSE Construction Company (General Contractor), Cornerstone Property Managers, LLC and People, Inc. (service provider). Frances Apartments I – opened in October 2017 and has 56 fully-occupied units within seven buildings offering independent, inclusive housing for low to moderate-income families and individuals with developmental disabilities. The apartments are named for prominent Brockport native Frances Barrier Williams (1855-1944), the historic champion and first African American woman to graduate from SUNY Brockport.
